THE JPJ 2011-2015 STRATEGIC PLAN IS A CONTINUATION FROM THE 2005-2010 STRATEGIC PLAN THAT DETERMINES THE DIRECTION OF JPJ's TEAM TRANSFORMATION EFFORTS TO ENHANCE JPJ SERVICE DELIVERY SYSTEM.
The JPJ 2011-2015 strategic plan is a continuation from the 2005-2010 strategic plan that determines the direction of JPJ's team transformation efforts to enhance JPJ service delivery system. JPJ is one of the main front-line agencies under the Ministry of Transportation, and has always played an important role for the people of Malaysia.
With the advent of the Strategic Plan 2011-2015, the new challenges that require integration of existing resources can be planned effectively. In this regard, the Strategic Plan will ensure that the direction for the discharge of responsibilities in the changing global environment gets a boost to a higher level and remain relevant to ensure that the government's agenda for the safety of road users is realized and attained through adherence to traffic rules.
We already recognize that the wave of change is dynamic and always in need of resilience on the part of the individuals and the organization. A plan that is accurate and sustainable will form a track towards realizing the Department's vision and mission.
Congratulations to all JPJ personnel for successfully formulating the Strategic Plan 2011-2015 in the effort to realize the statements contained in the framework of this Strategic Plan to make JPJ an organization that is recognized and respected by the world community.

THE TRANSFORMATION OF THE DEPARTMENT OF ROAD TRANSPORT (JPJ) IS A NEW METHOD IN FULFILLING OUR RESPONSIBILITIES BEYOND WHAT IS EXPECTED, TOWARDS THE SHAPING OF A WORKFORCE WITH FIRST CLASS MENTALITY, AND FIRST CLASS INFRASTRUCTURE.
The 2011-2015 Strategic Plan is prepared in line with the government's commitment to induce the process of transformation through performance-based management settings using NKRA and KPI measurements. The transformation of the Road Transport Department (JPJ) is a new method of performing work beyond the norms to produce human capital with first class mentality and first class infrastructure. The JPJ Transformation Concepts include systematic changes that lead to the creation of institutional excellence and building a positive image of JPJ among the community.
This transformation effort requires a strong and continuing commitment from every member of JPJ, by adopting the principles of First Class Work Culture. First Class Work Culture embodies discharging our responsibilities beyond the norm and in an admirable fashion. It covers aspects of thought, emotion management and manifested through the behaviours, actions and ways of working with full integrity and be able to satisfy the customers.
I hope that the citizens of JPJ will work together hand in hand and commit to carry out to their tasks in order to build JPJ into a world class institution that leads the field of road transport management and enforcement by 2020, as outlined in the Strategic Plan 2011 - 2015.
