Implementation of United Nations (UN) Regulations in Malaysia

The Malaysian Government through the Ministry of Transport has been in the World Forum for Harmonization of Vehicle Regulations (WP.29) since April 4, 2006. Through this membership, the Government of Malaysia has signed an Agreement, namely:

1958 Agreement (Agreement concerning Adoption of Uniform Technical Prescriptions)

The 1958 Agreement is an Agreement that obliges the certification process for every technical standard approval of the automotive product or system.

As the Contracting State under WP.29, Malaysia has the obligation to gazette the United Nations Regulation into the National Legislation of the Motor Vehicles (Construction and Use) Rules 1959 under the Road Transport Act 1987.

 

 

E-Marking Certification

E-marking certification is the assessment, compliance, testing and certification process implemented on automotive components and motor vehicle systems based on the UN regulations to ensure the safety of a vehicle.

 E-marking certification allows E-marking marking to be used and placed on each component by the manufacturer or manufacturer to indicate that the component or system complies with the UN Rules.

 WP.29 has recognized Malaysia with the E52 marking indicating that the certification was conducted and approved by the Malaysian nation.

Each Contracting State shall receive and certify the approvals and certificates approved by the other Contracting States.

 

 

Implementation of 100 Un Rules By 2017

To date, a total of 100 UN Rules from 136 UN Regulations have been gazetted into the Motor Vehicle (Construction and Use) Rules 1959 implemented through the Vehicle Type Approval Process (VTA) as follows:

Implementation of the UN Regulatory framework in Malaysia is one of the initiatives and mechanisms in ensuring the safety level of vehicles is at the highest level for use on roads.

In addition, the framework also seeks to ensure that a vehicle is safe and feasible as well as guarantees environmental sustainability.
