This strategic plan is important to support the transformation of the country’s transport system towards an integrated and world-class transport system. The updating of this strategic plan can also be used as a guide for JPJ employees in providing excellent service to customers and stakeholders.

This document outlines the five main thrusts of the JPJ Strategic Plan in detail as a continuation of the transformation of the national transport system for the period 2016 to 2020. As a result of the review and improvement of this strategic plan, the five strategic thrusts that have been formulated and set are:

i) Empower the vehicle registration and licensing system to be systematic, integrity and innovative;
ii) Empowering an efficient driver training, testing and licensing system to produce competent and safe motor vehicle drivers;
iii) Empowering the automotive engineering industry through the construction and use of vehicles that comply with international standards so that they are safe to use on the road; iv) Enforce and administer road transport laws with commitment and integrity to create a society that has a culture of obedience to road rules; and
v) Strengthen the governance and integrity of the Department to improve service delivery.

Based on the aspirations of the Strategic Core, this Strategic Plan 2016-2020 targets the development of ICT applications and use in JPJ that is capable of providing multi-channel service facilities quickly, efficiently, effectively and with high integrity to improve service delivery and be more prepared to meet current demands and increased expectations in the future. The 2016-2020 Strategic Plan also establishes a data-based talent management plan to identify, develop and retain talented JPJ citizens. A holistic approach through a planned career path strategy can ensure that the self-development process takes place and the supply of high-value human resources, i.e. employees who are competent, responsive, creative and always practice a high-performance work culture in all aspects of the Department can be improved and maintained.
