DECLARATION PROCEDURE FOR MOTOR VEHICLE LICENSE EXEMPTION (LKM) FOR PEOPLE WITH DISABILITIES (OKU)
Conditions for Declaration Application for LKM OKU Exemption (Unmodified Vehicle)
A. The first time application can only be submitted at the State/Branch JPJ Office.
B. Applications can be submitted by registered owners who are Persons with Disabilities (OKU) and have been registered and have records with JKM;
C. The application can be submitted by a representative by bringing a power of attorney from an OKU who is not present in person due to health reasons together with a letter of confirmation from a health officer;
D. For the LKM OKU exemption application involving the vehicle of a registered heir / guardian, the application can be made by the heir / guardian who has already been registered and has a record with JKM. The information of the heirs/registered guardians will be checked automatically with the records sent by JKM to the JPJ system;
E. This LKM OKU exemption application involves all categories of disability.
F. The vehicle applied for must be registered in the name of the disabled applicant or registered heir/guardian;
G. Vehicles involved with the exemption of LKM OKU for the unmodified vehicle category are Nationally Made Vehicles and Locally Installed Vehicles;
H. PWDs or registered heirs/guardians who apply for exemption from LKM OKU on their vehicles, must have a valid driver’s license (CDL or PDL) at the time the application is made;
I. The declaration of exemption from LKM for disabled vehicles is limited to one (1) motorcar class vehicle and one (1) motorcycle class at a time, excluding vehicles that have been modified for the use of disabled persons with a KOC body type (IA use code);
J. The application is only subject to vehicles registered as private vehicles owned by individuals only. For applications involving modified vehicles, applications are subject to the Guidelines for Modifying Vehicles for the Disabled (OKU) issued by the Automotive Engineering Division, JPJ Headquarters;
Required Documents
A. Power of attorney from the disabled applicant (if a representative is present to submit the application);
B. One (1) Motor Vehicle License (LKM) Filing Form, Amendment and Cancellation Form for Persons with Disabilities (OKU);
C. Original Identity Card and copy of Identity Card for disabled applicants. If the application is made by a representative, a copy of the ID card of the disabled person and the ID card of the representative (original and copy) must be submitted;
D. Original and copy of OKU card; and
E. One (1) copy of a valid Driver’s License.
