Application For ICP Permit For Overseas Vehicles
The rules for foreign vehicles and drivers entering Malaysia are based on the Motor Vehicles (International Circulation) Rules 1967.
Conditions for the Issuance of an International Distribution Permit (ICP)
- Submit the JPJK9 form and the above conditions are complied with. The application form is free.
- Comply with and be approved by the Malaysian Customs Port to allow the vehicles involved to be brought into Malaysia. (if the vehicle is brought in through the port)
- The validity period of ICP is 90 days and can be extended with the approval of the relevant State JPJ Director for an additional period of 90 days which does not exceed 180 days in one year.
However, this rule is exempted for motor vehicles from Singapore and Brunei.

A. Entry Requirements for Private Vehicles
- The vehicle must be registered in the country of origin
- Displays the registration number in Roman letters. (red registration numbers from Thailand are not allowed to enter)
- Have a vehicle registration certificate with a Malaysian or English translation.
- Have Third Party insurance coverage. (Insurans Malaysia)
- Comply with the rules under the Construction and Use Method 1959.
- The front mirror should be at least 70% transparent, while the side and rear mirrors should be at least 50% transparent.
- Have a driver’s license with a Malaysian or English translation.
- Motorcyclists are required to wear a helmet.
- Car or van drivers are required to wear seat belts.
B. Commercial Vehicle Entry Requirements
- Owners or drivers of commercial vehicles are exempt from applying for an International Circulation Permit (ICP).
- All goods and public service vehicles including decontrolled (pick-up) must comply with the conditions set by the Land Public Transport Commission (SPAD) and the Commercial Vehicle Licensing Board (LPKP);
- Ministry of Culture, Arts and Tourism, Department of Road Transport or other relevant authorities.
- Drivers of goods, public service and decontrolled (pick-up) vehicles must have a Goods Driving License (GDL), Public Service Vehicle (PSV) and Conductor as recognized by the Malaysian Government.
