Implementation of United Nations (UN) Regulations in Malaysia

Introduction

The Malaysian Government through the Ministry of Transport has been a member of the World Forum for Harmonization of Vehicle Regulations (WP.29) since 4 April 2006. Through this membership, the Malaysian Government has signed an Agreement which is:

1958 Agreement (Agreement concerning Adoption of Uniform Technical Prescriptions)

The 1958 Agreement is an Agreement that mandates a certification process for each approval of technical standards on automotive products or systems.

As a Contracting State under WP.29, Malaysia has an obligation to gazette the UN Regulation into National Legislation which is the Motor Vehicle (Construction and Use) Rules 1959 under the Road Transport Act 1987.

E-Marking Certification

E-marking certification is a process of assessment, compliance, testing and certification carried out on automotive components and motor vehicle systems based on UN regulations to ensure the safety level of a vehicle.

E-marking certification allows E-marking to be used and placed on each component by the producer or manufacturer to show that the component or system complies with UN Regulations.

WP.29 has recognized Malaysia with the E52 marking which indicates that the certification is carried out and approved by the Malaysian state.

Each Contracting State shall accept and certify the approvals and certifications which have been approved by the other Contracting States.

Implementation of 100 UN Regulations By 2017

To date, as many as 100 UN Regulations out of 136 UN Regulations have been gazetted into the Motor Vehicle (Construction and Use) Regulations 1959 which are implemented through the Vehicle Type Approval (VTA) Process as follows:

The implementation of 100 UN Regulations by 2017 based on vehicle categories is as follows:

The implementation of the UN Regulation framework in Malaysia is one of the initiatives and mechanisms in ensuring the level of vehicle safety is at the highest level for use on the road.

In addition, the framework is also able to ensure that a vehicle is safe and worthy of driving in addition to guaranteeing the sustainability of the environment.
