Guidelines on The Status of Vintage / Classic Automobiles

Application Requirements

1.0 Main Requirements

  • Vintage Cars Classification. Cars that can be classified as vintage cars are cars that have reached the age of 50 years from the day they were produced.
  • Classic Cars Classification. Cars that can be classified as classic cars are cars that have reached the age of 25 years from the day they were produced, including those referred to as "Collectors' Items".


2.0 Only motorcars will be considered for application. Other vehicle categories will not be considered. Other terms and conditions for the procurement of vintage/classic status for the purpose of reducing the Motor Vehicle License (LKM) fee are:

  1. Only motorcars that have been registered in Malaysia no less than 25 years qualify for the application process. Vintage/classic cars that were imported can also apply after having been registered in Malaysia for 2 years.
  2. The car must have high value that is befitting its antic status.
  3. The car must be in mint condition, not rusted, paintjob and chrome that is polished and spotless or in other word in showroom condition.
  4. The car must be roadworthy and all its systems must be functioning well.
  5. The car's components and build must be in their original specifications as produced by its maker.
  6. The only permissible modifications are the brake, electrical and fuel injection systems and done for safety purposes only.
  7. In order to be considered, an applicant must already possess more than two (2) cars registered under his/her own name.
  8. The chassis and engine numbers must be clean, clearly readable and not obstructed.
  9. Applicants must produce a recommendation letter/certificate from the Royal Malaysia Vintage and Classic Car Club or any other certified clubs (if any).
  10. The motorcar must be put through an inspection by a Technical Officer/Motorcar Inspector from the local JPJ State / Branch Office.


3.0 Application Process

  • Application and inspection of the vintage/classic car can be done at:-

JPJ Malaysia Head Office,

Automotive Engineering Division,

Level 4,No.26, Precint 4,

Federal Government Administrative Centre,

  • The Automotive Engineering Department of your JPJ State Office
  • Documents that need to be included/brought along during the motorcar inspection are:-
  1. Photocopy of the car registration card (and the original copy)
  2. Photocopies of the registration cards of two (2) other vehicles registered under the applicant's name (and the original copies)
  3. Photocopy of owner/applicant's Identity Card
  4. At least 4 photographs of the motorcar from the front, rear, the sides and of the steering wheel/dashboard.
  5. A vintage or classic car certificate from a certified vintage car owners club (if any)
  • Motorcar Inspection

For the inspection, the applicant must produce the necessary documents along with the vehicle.

  1. Inspection of vintage / classic motorcar will focus on identifying the originality of the car and meeting the requirements in paragraphs 3.2 and 3.3 above.
  2. Inspection Specifications
  • Inspecting the car's authenticity by verifying the chassis and engine numbers have not been changed and it is similar to what is stated in the car's registration card.
  • The authenticity inspection comprises inspections on the following components:-

The original engine, the original chassis, original body (not modified), original transmission and suspension systems, front and rear axles, registration number and original rims and steering (not of the sports type)

4.0 Issuance of the Vintage/Classic Car Status Certificate

  • All applications and inspection reports on vintage/classis cars made at JPJ State Offices must be forwarded to the Automotive Engineering Department at JPJ headquarters for processing and re-evaluation before they are put for recommendation to the JPJ Director-General.
  • Successful applicants will be issued a Confirmation Certificate by the Automotive Engineering Department in JPJ headquarters which is signed by the JPJ Director-General. The certificate allows the owner to receive reduction on the Motor Vehicle License fee with 90% reduction for vintage cars and 80% reduction for classic cars.
  • This status certificate must be reissued every 3 years, or when the ownership changes, or when the vehicle registration number is interchanged, whichever comes first. The owner must re-apply for the status of the car and follow all the steps listed above.



  • Enforcement must be implemented to ensure that all who have obtained vintage/classic motorcar certificate does not make modifications to the steering and rim as well as other components according to the conditions stipulated in order to maintain its authenticity. The vintage/classic motorcars status will be immediately cancelled if the modifications were made to the motorcar and owners need to the Motor Vehicle License (LKM) at its original rate.
